For some reason they decided to emulate the game on PC the way the PS5 version runs (but without the Kraken ASIC I/O accelerator) and bottlenecking the system RAM and the CPU in the process. There's no fix for this, they would need a different approach, like a complete new port made from the ground up with DirectStorage 1.1-1,2 in mind.

ILooking for actual answers. The answer is no. It is playable, but not to a quality standard that is expected of a full price AAA game. An indie game having these problems could be understandable, but not a major company releasing arguably their highest profile game of the year. #10. The Last of Us Part I Title Update 1.1.0 Release Notes Fixed a crash that could occur after changing custom controller settings He is a PC gaming fan and highly supports the modding and Quit the game. Set your monitor refresh rate in Windows to 60Hz. Fire up the game again. Go into settings and turn on V-sync but leave framerate limit unlimited. OPTIONAL – turn motion blur up to around 8 in game settings for extra smoothness. And that’s it. The higher the resolution and settings, the less demanding the CPU usage is, i.e., less FPS. It was a weird thing to say in an industry filled with weird statements, but when combined with the poor state in which The Last of Us Part 1, arrived on PC earlier this week, it looks especially The Last of Us is an IP that has received nothing but adoration from the get go. Right from the first game, to the Left Behind DLC, to Part 2, the HBO series, and then the Part 1 remake, fans have showered praise on the Naughty Dog property no matter its format. So, it's pretty strange that the PC port for The Last of Us Part 1 is getting trashed.
Initially release it on Xbox/pc exclusively for the first year to 2 years then rerelease it everywhere else to secure the rest of the sales numbers. Would be better for the entire gaming community if this was how exclusive releases were done. Almost like the "early access" dlc you get for PS4 for certain games. 4.
